NOTICE OF REQUEST FOR PROPOSALS (RFP) – CITY OF LOS ANGELES DEPARTMENT OF AIRPORTS TAXICAB OPERATIONS MANAGEMENT CONCESSION AT LOS ANGELES INTERNATIONAL AIRPORT
The City of Los Angeles is seeking competitive proposals for the taxicab operations management concession at Los angeles International Airport (LAX). The successful proposer will be responsible for managing taxicab dispatch, assisting the public with taxicab services, administrating taxicab driver rules, performing vehicle inspections, and performing airport patrols to deter unauthorized taxicabs from operating at LAX.
The Concessionaire will be required to make a capital investment in the operation of the concession, including a cashless fee collection system, as well as other facilities in the holding lot as described in the RFP. The RFP can be downloaded from the City’s Business Assistance Virtual Network at http://www.labvn.org. There is a mandatory pre-submittal meeting and facility tour on April 22nd, and proposals are due June 1st, 2009. |

Description:
The Landside Operations Manager reports directly to the Assistant Deputy Airport Director of Operations Management, and has the sole responsibility for planning, monitoring, and supervising all functions, activities and operations of the Landside Operations Section and the Ground Transportation Unit (GTPPU), which includes coordinating and implementing program planning and establishing airport policies and procedures, priorities and objectives, and services as a technical advisor to Airport senior and management staff. The incumbent is also responsible for making regular and responsible contact with officials of public and private organizations, transportation officials, and community groups.
Minimum Qualifications
- Possession of a Bachelors Degree from an accredited university in Business, Aviation, Transportation or related field.
And
- Eight (8) years of verifiable experience at a supervisor or manager level. At least four (4) of the eight (8) years of experience must be in supervising or managing Airport Landside Operations, or Ground Transportation Management functions and/or programs at a medium to large commercial airport. Transportation related experience, such as Transit Management or Transportation Consulting (in an Airport Ground Transportation, Landside Operations, or Transit environment) may be considered as part of the airport experience.
Desirable Qualifications
- Experience in contract management
- Experience in public speaking/presentations
- Excellent communication skills, both verbal and written.

Description of Requirement: The Port is seeking Transportation Assistants to provide Airport passengers with accurate and courteous customer service concerning the various modes of ground transportation services available on the Airport's Commercial Rowadway at PDX.
A pre-proposal conference will be held at 1:30 P.M. on October 20, 2008 at Portland International Airport. It is highly recommended that all interested parties attend this meeting.
